How can i get my dog to see im his owner and will do what i tell him 2?

i need help with other things 2. how can i get him to pee or pooh when i tell him to other then him pull me all over the place? and how can i stop him from pulling on on the leash without some choke collar or harness? he is a small dog i cant hold the leash to close i will step on him. and he wont stay behind me! and i have no idea how to make him pee on command. so please help me!
